Abstract
Israel has endured a shortage of water since the middle of the 1960s. This paper discusses the factors responsible for that. It draws attention to four dominant factors that restrain the Israeli authorities from making major changes in the countryʹs water policy. The second part of the paper suggests how to deal with the water shortage problem in Israel. In the light of some preliminary assumptions, the paper suggests the gradual transformation of the agricultural land in central Israel and elsewhere into national parks and areas for active recreation.
