A necessary and sufficient condition for delay-independent stability of linear time-varying neutral delay systems

In this paper, stability analysis of linear time-varying neutral delay systems is considered. A necessary and sufficient condition for delay-independent global asymptotic stability of such systems is derived. Eventually, two examples are given in order to show the results established.
