4-Manifolds are quotients of R4

A proof is given that every connected piecewise linear 4-manifold is a quotient of R4 by a group of homeomorphisms. One tool used in the proof is a generalization of the method Waldhausen used to prove that the universal cover of a closed Haken 3-manifold is R3.
