How to study the physical relevance of gauge orbit space singularities?

Motivated by gauge theory, a strategy to quantize a system whose classical configuration space is the orbit space of a Lie group action is proposed. Special emphasis is placed on how the natural stratification of this space, induced by orbit types, is encoded in the quantum theory.
