Abstract
It is shown that under a conventional understanding of the language employed in the text of certain requirements from Amendment 12 of the U.S. Constitution, these requirements may not be met in a particular U.S. Presidential Election, as well as that the electors may exercise an extreme strategy in the Electoral College blocking the election of a U.S. President and a U.S. Vice President in the U.S. Congress. It is also shown that under the existing principle of forming blocks of the electoral votes that the states and D.C. are entitled to and under the “winner-take-all” principle of awarding the electoral votes there, a majority of the electoral votes and a majority of the popular votes in certain U.S. Presidential Elections may always be received by two different U.S. Presidential candidates.
