Abstract :
The main element of the administration is human being. Therefore, it is expected that all the administrative units must have an organization structure so as to ensure peace and welfare of the human beings. In the countries which have a strict administrative structure, administrative units are given gradually more autonomy so as to enable them to solve the local problems without intervention of the centralized administration. Autonomy means local freedom to the local people within the limits of constitution and laws, but it does not mean an absolute independence. In the countries which incorporate different elements at the same time, autonomy does not seem to meet the needs of local people. Besides, federalism is experienced as a result of evaluating of the autonomy in a larger area. Federalism as a political issue which means combining several states with their consents, and only single government in front of the other states providing that as an independence state by special laws. Therefore, federalism comes up as a term which exceeds the limits of the autonomy. Federalism is an administration principle which unites different elements without giving way to disintegration. However, in Turkey, there is a prejudice against federalism. In this study, it is discussed that what local autonomy and federalism mean, whether federalism has a suspicious meaning or not, and if it is possible to have a new administration structure as a result of transitioning from local autonomy to federalism.
