Abstract :
t is well-known fact that the spillage of oil has direful disaster for marine environment. Once the sea started to get spillage on the occasion of the oil, it is not possible to bring the pure nature back. An ordinary spillage effects the environment dramatically in short term and the long term. Prespill and postspill conditions are totally different between each other’s. On 24 March 1989, the TV Exxon Valdez grounded in Prince William Sound and spilled 43,9 million liters of crude oil into the marine environment and during the weeks that followed, winds and currents pushed oil out of Prince William Sound and into the Gulf of Alaska, where it eventually drifted 750 km to the southwest [1]. It damaged to the environment for short term and long term. The immediately depressed of the seabird population at the spill zone can be given as short term damage. More than thirty thousand seabird died due to the incident. When one looks at the long term damage, one can see that more than 250,000 seabirds were killed by oil [2]. Thereof, shipboard members have to know that his first priority is to stop the oil spillage and to prevent the oil dispersion from the ship when there is an oil spillage or such possibilities occurred on board the ship vessel. Just the well prepared respond procedures and training programs in the ship management system can provide this awareness. In this case, the importance of the oil spillage respond procedures and training programs are explicit. In this study, the importance of oil spill responding educations onboard or ashore is highlighted on the basis ship management manuals and role distributions indicated by the manuals.
