Abstract :
Effective accident management requires the organization of large amounts of information. This
information consists of reference information which rarely changes during an accident and
decision support information which changes very rapidly. Much of the rapidly changing
information is a result of collaboration between accident response personnel. In Nigeria, the
three major organizations involved in emergency response are the Nigerian Police Force, the
Road Safety Commission and the Nigerian Fire Brigade. These organizations each have their
separate procedures for handling emergencies which can be problematic when inter-agency
collaboration is needed. This paper discusses the design and implementation framework for a
Tactical Emergency Response Management System (TERMS) which unifies all these different
processes into a single process to be handled from a single point. TERMS also includes the use
of mobile technology to enhance communication between emergency response personnel. The
test results obtained revealed that if fully implemented, this technology can improve the speed of
intervention between the use cases.
