Abstract :
Water is a very essential commodity. To avoid conflict, water rights allocation in each of autonomous district within a river basin needs to be modeled. A mathematical model is proposed to allocate water fairly in a river basin crossing some autonomous districts. The model of water rights in each autonomous district is based on the water availability in the related district according to its average annual rainfall minus minimum discharge to maintain river biota. Simulation model in the Cimanuk river basin showed that Garut, Sumedang, and Majalengka districts have greater water rights than their needs, whereas Indramayu district experienced deficit. Water accession in the 3 districts is then used not only by Indramayu but also by Cirebon district and Cirebon city as well as the nearest neighbors. The model also simulates Incentive/disincentive distribution to each district. It provides the mechanism of sharing benefits between districts in a river basin. The model developed was based on the remaining water rights of the certain district, which is utilized by other district. Based on the simulation, Garut, Sumedang, and Majalengka districts receive incentive, on the other hand, Indramayu and Cirebon districts as well as Cirebon City obtain disincentive. The benefits are then especially intended for conservation. Conservation efforts such as the changing in land management pattern and dam construction like Jatigede dam at Sumedang, strongly affect on the revenue increase of respective autonomous region. Incentive model is very advantageous in the role arrangement and profit sharing between province and the district within river basin.
