Abstract :
The issue of international drug abuse and illicit drug trafficking is a problem that is often associated with transnational organised crimes. Malaysia is of no exception where the threat from drug syndicates has become more prevalent especially since the existence of the internet facilities all over the world. This paper examines the reasons why juveniles are exposed to illicit drugs, vulnerable to fall victims of these substances , and risk being caught as Juvana offenders. Applying neoliberalism theoretical approach, this study collected primary data through document analysis, case studies, and in-depth interviews of selected Juvana offenders. The findings revealed the roles of the syndicates in recruiting juveniles as traffickers as well as in preventing them from staying away from the syndicate after being released from detention. It is envisaged that by formulating a more effective and systematic policy based on empirical findings, the threat to juveniles from illicit drug traffickers can be addressed accordingly and will in turn enable them to further contribute to the development and security of the country.
