  • Abstract
    Public-private partnership is an organization model based on contract which embrace and convert the administration relationship. This model, which spreads swiftly in health sector, is built upon organizing the services in managerialism principles. It is a market-friendly model in terms of the principles and values of financing and organizing the public services. In this model, government takes part only in clinical services (core services). The construction of health facilities, delivery of clinical support services and non-clinical services, and operation of commercial spaces are transferred en bloc, to private sector (to a single jointventure). In this manner, the scale of the model is expanded too. The key feature of the model is its financing methods. Government is makes the payments as annual rents which are off-budget, for the goods, services and construction-works procured by private sector with long-term contracts. This article is aiming to analyze -by benefiting from the experiences of several countries- the organization structure of the hospitals, which are in the bidding process in the health sector in Turkey, and which are to be constructed by public-private partnership model. In this study, the model is evaluated with a critical point of view, also tested in terms of the hypothesis of neo-liberal organization theories that the model depends on.
