Abstract :
In this study the concept of brain drain is evaluated in the sense of developing countries. The most important advantages supplied to developing countries by international immigration are; to provide employment opportunity for unemployed citizens, for employee transfers and employees who come to the country to bring foreign ability and experience back to their home. In spite of this the concept of “brain drain” which is seen as a result of educated and qualified people sources’ going to foreign countries and not coming back is the most important basis who are against international immigration. This process which emerged as the free exportation of human, the main dynamics of development, worsen the situation of developing countries such as Turkey more and more. Developed countries, being USA in the first place, which have prevented unqualified employee immigration today, are competing with each other in order to increase the share they get from brain drain. The most important reasons of brain drain in Turkey are; the pressure of unemployment on educated people, the researchers’ not having enough working condition due to inadequate sources assigned for AR-GE, low life standard caused by low human development and political and economical instability
