Abstract :
During the period of the Ottoman State, studies on various problems about the state affairs were carried out and reports about these studies were presented to the sultans. In these reports, which called “layiha”, a possible solutions are tried to find by covering different topics. This paper deals with three reports on Ioannina (Yanya), one belonging to Abdul-Aziz era and the other two belonging Abdul Hamid II era. After Greece had gained independence, Ioannina (Yanya), became a city where various problems were experienced as a result of becoming a border with reece, especially the fact that Greek population density was high and most of the Muslims were Albanians. In these reform reports on Ioannina (Yanya) various problems were identified and solutions were offered. In this paper, firstly, by taking into consideration the mentioned outstanding problems and the solution offers, the realization situations of the reports will be analyzed; and then, Mustafa Suphi’s observations about Ioannina (Yanya) during his father’s governorship in 1909 will be examined.
