DEVELOPMENT OF CONTRACTOR PAYMENT METHOD BASED ON PAVEMENT PERFORMANCE

This study aims at creating a new contractor payment method for highway construction works that depends on the actual, as constructed, pavement performance. To achieve this objective, a comparison between as constructed and as designed pavement sections was conducted byanalyzing their performance using KENLAYER program through two stages. In the first stage,ESAL s were estimated for the assumed as constructed pavement sections based on the commonexpected construction defects. The second stage concerned with converting the obtained ESALfor the as constructed section to n2 years knowing that the pavement design life is n1, usingthe equation developed in this study. An economical comparison of the assumed common maintenance plan was performed for the as designed section versus the as constructed section, through which the contractor payment factor was created. Finally, and due to the deferencebetween traditional and performance payment method results, it is recommended to use paymentmethod depending on the actual as constructed section performance and consider it as a one unitnot some separated layers during paying for contractor.
