Abstract :
This work focuses on the Ottoman-French diplomatic relations from the beginning of the Ottoman Empire’s establishment up to the appointment of Moralı Esseyid Ali Efendi by Sultan Selim III as the first Ottoman permanent ambassador to France in 1797. Late 17^th century is a turning point for both France and the Ottoman Empire. Economic and political alliance established by Sultan Suleyman the Magnificent and François I in the previous century begins to quake due to changes occurring in the Mediterranean and Europe. From the 18^th century onwards, Ottoman administrators started various reforms in the administrative, social, political and cultural fields. However, intrigues by Super Powers limited the outcomes of such efforts. Sultan Abdulhamit I (1774-1789) and Selim III (1789-1807) attempted to renew the Ottoman State and to form an able army in order to protect the borders. Such efforts also include the Ottoman inclination towards western thought and technology. Especially Sultan Selim III attached great importance to relations with France, but domestic disorders in France also had a negative effect on their relations. France presented a disinterested policy towards the Ottoman State following the French Revolution, which continued until 1792. France then attempts to re-establish their alliance after the execution of their king and the declaration of the Republic.
