Abstract :
The first Constitutional Monarchy, which started with the proclamation of the Constitution of 1876, has played very important role in terms of Ottoman History, although it was short-lived. While the preliminary works for the Constitution were undertaken, the issue of elections of member of the parliament was brought up. A provisional act of order composed of 7 articles set up the rules for the establishment and election of General Assembly. In this paper based on archival sources and then newpapers. We will dealt with the opening of parliament and preparations for election.
