Abstract :
This study focuses on moral polity ideas mentioned in pamphlet of Âyine ve Hasbihâl by Mahmud Nedim Pasha. Mahmud Nedim was one of the traditional bureaucrat group who opposed the Tanzimat reformism.He had criticized about Tanzimat reforms. These reforms meant for him the contraction of the sultan’s power and the rise of bureaucracy, in other words, he criticized the shifting of the locus of power from the Palace to the Porte. Against the Tanzimat bureaucracy Mahmud Nedim suggested of both resisting the Tanzimat reforms and forming a new order with the based moral policy. Briefly his suggestion consisted of an autocratic and determined sultan and to have moral attitudes and submissive bureaucracy. Moreover, Mahmud Nedim’s approach will be attempted to compare the some differences and similarities with the traditional Ottoman mirror for princes (nasihatnâme) literature
