Abstract :
Separatism movements appearing with the help of nationalism movements arisen in 19th century became one of the most important issues of the Ottoman Empire in the last period of the state. Ottomans campaigned against separatism with several methods. One of them was provincial administrative regulations. Regulations which were directed to administrative units were conducted according to several motives. When border administrative units are in subject, security becomes the first motive. Especially, when ethnicity and religion of Balkans are considered, it was required to perform an effective campaign in every area in order to provide security. When desires of neighbor countries in border lands accompany with this problem, it can be predicted that the danger appears from both domestic and foreign sides. In this respect, regulations directed to provincial administrations in Balkans was shaped in the fragment of central security management of the Ottoman Empire. Pljevlja is a typical example of such cases. This province was exposed to several administrative regulation in the 19th century due to its geographical and strategic location. Security was effective reason in the first rank in all these regulations. In the study, administrative regulations of Pljevlja, which was conducted in order to make an effective campaign against both domestic and foreign threats, is emphasized
