The relationship between the communities living in the cities different from the relationship between highlander Catholics and urbanite Muslims. The reason for this is that cibâl system applied within the province for the administration of mountaineers. This system has affected social relations and also the clothes. This was the basis of the common elements often encountered in addition to the differences in their communities as well as dress. At the same time with the improvement in Ottoman social life with the Mahmoud II and after the Tanzimat had also affected the province of Shkodra. Fes had widespread use within the province. This is appropriate the Tanzimat’s idea of creating citizens of the Ottoman. The removal of prohibition of clothes after the Tanzimat, communities had led up for using similar dresses. However, changing the habits of hundreds of years had not been easy. Wearing pants had not became widespread, instead of pants people continued to wear their traditional clothes.
