Abstract :
Palu Township, formerly attached to Elazig Province,as its geogrophical position was one of the most important trade centers in Eastern Anatolia Region. The Palu Region was administered by Sir Ahmet (1379-1403) from dynasty of Akkoyunlu State, and it has maintained its commercial and strategic importance. AC.1514M. after Qaldiran Excursion, it fell under domination of The Ottoman empire as Palu Ocaklik Sanjak. The city center developed quickly and many great buildings were constructed while it was under domination of Ottoman Empire. When it was XVIII.century , the quarter Qar§iba§i of Palu Government, a full-fledged bazaar where all the necessities of the city were conveniently supplied was constitued. In H.1179/A.C.1765 el-Hac Hasan bin Ali lbla§ (Ebla§i) el-Palevi Efendi the ibla§ogullari (Ebla§ogullari- Kipchaks) family consecrated thirty shops to Ibla§iyye (Ebla§iyye) madrasah where was constructed in A§agi Guarter. The owners of the shops and the other constructions situated in the Qar§iba§i Guarter were mentioned in the Ibla§ogullari foundation document.
