Abstract
This work is driven by the strong research interest, as well as practical and economical needs. Using knowledge base becomes symptom of complex decisions of next era s. However Knowledge base is theoretically a component of Decision Support Systems (DSS), it has not been yet become or evolved as constituent software component of DSS like the Data Mining (DM) which are accompanying in today Business Intelligence (BI) tools. This research attempts to use experts heuristic-knowledge along with a knowledge embedded within databases to proliferate a new knowledge capable to support and solve unstructured problems in an innovated tangible manner. This work employs the case analysis method and the expert-driven method for knowledge acquisition. Meanwhile, it builds mathematical model to get what-if or why-not hidden facts. A prototype is implemented to acquire more hidden facts. This work introduces a flexible framework for the proposed approach. Sample of results are presented for the case study of Kingdom of Saudi Arabia (KSA) unemployment databases for the period 2002-2008.
