Abstract :
Today, parallel to changes in the organizational style and functioning of public institutions triggered by the “new” understanding of public management the employment regime of the state is also being transformed. Personnel management practices of the new public health enterprises are one of the most significant areas to observe this trend. In due process, practices such as family medicine and public hospital associations reflecting the change in health care organization are based on models of staff employment based on contractual system. Furthermore service contracts with private law paved the way for outsourcing to third parties employing subcontractor personnel in order to develop private hospital management and meet the requirement of cheap labour, “foreign medical personnel” is employed. In this study, it is argued that the transformation of health services towards the direction of the employment of health personnel and that of public-private partnership staff towards contractual system will pave the way for personnel outsourcing and increase the employment of foreign medical personnel.
