In the present study, foreign relations of the Soviet Union (Russian Soviet Federative Socialist Republic until 30 December 1922) are examined in the period from Bolshevik Revolution to the 14th Party Congress which held in December 1925. The main problematic of the study is that the Soviet leaders based the foreign policy of the state on the aims of protecting the revolution and gaining diplomatic recognition in the international arena because of the failure of world revolution and the economical difficulties of the country.
