Abstract :
This article discusses the Grand Strategy of Indonesian National Police, also known as Polis Republik Indonesia (INP /POLRI) with regards to its concepts and implementation. This strategy of INP is structured based on the requisite in which one of the efforts in reformation of INP or POLRI expected from various parties is to practise and cultivate professionalism in performing duties. From the enrichment of police capabilities, decision-making in an organisation, objectivity in handling crimes, strengthening police professional and ethical code, addressing police misconduct as well as eradication of inefficiency, corruptions, and indiscipline, the Grand Strategy involves three different stages of implementation (2005-2025). Each strategic plan includes a variety of programmes involving different activities which will be carried out to achieve specific objectives. In the implementation of INP Grand Strategy programme, it has been found that various challenges were encountered in the organisation of the planning system as well as in other fields such as in the field of budgeting, human resource, supervision, facility and infrastructure development, operation, and cooperation. Nevertheless, the INP Grand Strategy embraces hope that the civil police will perform their duties aptly to ensure the public safety and public order as well as to enforce laws, protect, guard, and serve the community.
