  • Abstract
    Since the establishment of the modern local governments in Turkey, the relationship between central government and local governments has a lot of strains. Depending to the political circumstances of the country, either the administrative tutelage increases or the local autonomy strengthens. The Decree Laws in the period of Emergency State declared in 2016 have two major impacts on local governments. Firstly, the arrangement has strengthened the Department of Investment Monitoring and Coordination administratively and financially. Strengthening the Department of Investment Monitoring and Coordination instead of the elected local governments has occurred on the administrative tutelage debates. Secondly, the local autonomy debates has initiated with the Decree Laws that often come to the public in the form of appointment of municipal administrations to trustees. In this context, this study seeks to illustrate the reflections on local governments about changes of the Department of Investment Monitoring and Coordination and the arrangements of municipal bodies, public goods, personnel and duties with the legal, administrative and political dimensions.
