  • Abstract
    Today in Turkish public administration consultation and participation are important problematic areas, which are deeply connected with openness, transparency and accountability. In the government and governed relations, consultation and participation areimportant interaction axis. These problems will undoubtedly be solved by the public administration, but current examples demonstrate that Turkish public administration is not very open about the subjects related to participation and consultation. Public administration lines up with keeping all decision making power to itself. It is not against hearing the people s wishes, but the reflection of these demands on the public decisions. This article aims to explain what participation and consultation mean and how they are applied by the Turkish public administration with references to major consultation and participation examples.
