Abstract :
The Malay language spoken in Malaysia and Bahasa Indonesia is derived from the same language i.e. the Malay language. This language is one of the most influential languages in the world. Malay is spoken as a first and foreign language by over 300 million speakers worldwide. Malay is not only used in everyday activities but is also in diplomatic, commerce, and education. As a major language and used in various fields, Malay should have a standard framework that can be used by the language users. This paper aims to discuss the form of standard framework of Malay and the basis for the development of the framework. The discussion of the framework form will base on two dimensions. First, the acquisition and of language usage and second, the language skills, namely listening, speaking, reading and writing skills. To elaborate the level of acquisition and language use of Malay, researchers will utilize Bloom s Taxonomy, while discussions on the basis of the development of the framework the history of language perspective will be used. The outcome of this framework will enable Malay speakers whether they are natives or used Malay as a foreign language can measure their level of mastery of Malay and thus improve their Malay language as well. In addition, this standard framework can be used as a reference for develop curriculum and Malay language test.
