THE ANALYSİS OF EDUCATİON PLANS DONE ACCORDİNG TO THE DEVELOPMENT PLANS İN TURKEY

In this study, the changes that educational planning in Turkey went through between 1963 and 2005, were tried to be defined using a qualitative analysis done on the Development Plans. At the end of the analysis done on the eight Development Plans, it was determined that there were no significant changes in the educational understanding in about forty years period, and that it was mostly seen as a means for reaching the economical aims of the plan. It was found that, this understanding that directs educational planning, caused narrowing of educational system to an economic frame, and prevented the possible improvement of education. It is possible to say that, in order for education to have an emancipatory content and expend it into all population, the concept of “right to education” –which has been neglected for many years- should be the starting point in the works of educational planning.
