Abstract
Needs assessment has been regarded as a critical stage in the curriculum development process. However, theoretical efforts aiming at proper formulation of this stage are disappointingly rare in the curriculum literature. This article is based on the recognition of this fact and proposes a multilevel conception of needs assessment in the curriculum development process.In this formulation the author has identified four interactive phases with distinct characteristics which can introduce a fresh perspective in this regard. Mention must be made, though of a major assumption built into this formulation. The proposed needs assessment model presupposes a curriculum decision making system in which the central (national) authority plays a major role while power sharing with actors at other levels is deemed desirable
