Abstract
The purpose of this study was to adapt “Strategic Planning Self-Assessment Questionnaire (SPSAQ, 2013)” into Turkish by conducting a validity and reliability study. A total of 173 people, senior managers, mid-level managers and staff working at the Health, Culture and Sports Departments of 59 State Universities responsible for preparing the strategic planning based on the current laws and regulations in Turkey, participated voluntarily in the study. The validity of the instrument was established by face validity test, pilot study and through the construct-related evidence. The reliability of the instrument was tested by Cronbach Alpha which was in the range of .89 to .96 for all subscales (p .01). The results of the validity and reliability study showed that SPSAQ has five subscales with thirty-eight items as in the original one and it is a valid and reliable measurement tool to measure the strategic planning processes of institutions in public sector.
