  • Abstract
    After the Declaration of the National Pact adopted by the last OttomanChamber of Deputies, Allied Powers were concerned that this project would not beimplemented and decided to take tough measures against this movement.Afterwards, on 16 March 1920, actual occupation of Istanbul was carried out bythe British army. Upon this development, Mustafa Kemal Pasha, as the Chairman ofthe Delegation of Representatives of the National Assembly in Ankara, called for theimmediate initiative and convention of the Anatolian provinces. Having gathered on23 April 1920, the Grand National Assembly, tried, on the one hand, to manage theimplementation of the new domestic policy and related activities and, on the otherhand, made prior efforts to establish diplomatic relations with Soviet Russia. Withthe help of Russian support (money and weapons received from the Soviet Union),the armed phase of the national struggle for independence in Anatolia wascompleted and the Turkish Grand Attack (Great Taarruz) resulted in a politicaloutcome with Mudanya Armistice. This Report, of documentary significance, fromthe Presidential Archive, is concerned with foreign policy developments from theopening of the Grand National Assembly in Ankara to the Lausanne Conference.The document was prepared by the ministry of foreign affairs and, most probably,submitted to Mustafa Kemal Pasha. It can shed light on some of the importantdetails about the period beyond what is already known.
