Abstract :
Following the proclamation of the Republic of Turkey in 1923, there have been major changes in Turkish cities in social, administrative, political and economic areas. Through legislative and planning arrangements, it was aimed to transform the cities into a modern structure by the Founders of Turkish Republic. In this regard, new policies were decided to be implemented to provide urban services for the improvement of urban life. During the Ottoman Empire, urban services were being provided through concession agreements by private individuals and companies. Urban services were considered to be a special service area for highincome citizens living in the city rather than being seen as a public service for every citizen. The ideology of the newly established Republic of Turkey has been changed in the provision of services so that urban services are offered equally to all citizens. The name of this new policy is called as “Municipalization”. In the period from 1930 until 1950, urban services have been transferred from private sector to the municipalities.
