Abstract :
The change experienced in information and communication technologies forms an important leg of the transformation process that comes together with globalization and also affects for the last 50 years. Today, traditional communication approach that makes important only access to information has replaced with a new approach, in which being able to use information gains. Thus, many media instruments have begun to enter our life. Without being limitation of time and space, social media presenting an communication environment that is based on sharing, interaction, and discussion has become a communication instrument preferred not only in daily life and business world but also in managerial and political life. Besides institutes and agencies, politicians and administrators have begun to refer to the instruments of social media in their processes of making decision and persuading. So, at the preset days, when human and society has been changing, a central and local government not establishing communication with their public through social media have become unthinkable. With movement from this point, the aim of our study is to offer information related to the correct use of social media by the public administration and agencies and reveal the effect of social media on public administration in the scope of governance principles by examining the social media applications of the Ministry of Health . In this study, using a qualitative study method, that public institutes and agencies use the instruments of social media is examined in the framework of exemplary application of the Ministry of Health. In the study, sharing of the Ministry of Health in the addresses of Facebook and Twitter and information obtained from the interview made with social media specialist of the Ministry of Heath are used. In addition, the Facebook and Twitter accounts of the Ministry of Youth and Sports and its sharing in these accounts are compared with the sharing of the Ministry of Health in their social media accounts.In the study, the answers are searched for the questions such as which of instruments of social media, how long, and for which aim the ministry of Health Ministry uses; how it manages the social media platforms; and what the difficulties it faces are, while using this platform. In addition, how the instruments of social media can make a contribution to the presentation of public information and service via the administrative dimension of government and to the increase of governance communications such as participation, transparency, and accountability via its political dimensions are examined.
