New Public Service ApproachandPrivatization in Municipalities

The new public service model has emerged with a new set of criteria, drawing attention to the practical problems and deficiencies of traditional public administration and new public management. This model adopts an approach that considers basic and multidimensional dynamics in the process of conducting public services. In this respect, it has become inevitable that a new understanding emerged in the production and management of public goods and services. Undoubtedly, one aspect of public services is related to local public services. Public service delivery methods of the municipalities that constitute the focal point of our study have examined. Some problems of the in practical area have been underlined and the possible risks have been highlighted. In this respect, it has been attempted to depict how the new public service approach is at a local level in Turkey. The aim of this study is to examine the new public service model in terms of municipalities in Turkey. The new public service approach’s basic principles among benefit, participation and governance will be evaluated in the contect of municipality services. Drawing attention to practical problems in this context, alternative mechanisms and suggestions will be presented for local public services to be more participatory and citizens-oriented.
