Abstract :
Today s rapidly changing working conditions,the relationship between employment and education is also changing. The effects of the Fourth Industrial Revolution are also felt in working conditions. For meeting the expectation of the sector quantitatively and qualitatively; the labor force structure is as important as creating employment. The unemployed masses, due to the lack of proper planning in one direction and the bottleneck in the other, bring not only individual but also social troubles. It is important that the number and qualifications of the individuals to be employed and the education system, which is the last point that will bring these individuals to their working life, are designed to meet the needs of the labor market as quotas and curricula. To meet this requirement, manpower planning is abandoned today, because the functionality of the purely mathematical and econometric models haven’t been adequate to produce correct responses. Instead of manpower planning approach, using an integrated labour market information system is an obligation. Manpower planning is to ensure that the right number of people are in the correct profession, in the correct qualifications, in the right place for the countries. The main point of this approach is the grouping of individuals involved in the labor market on the basis of gender, occupation, education level. The data, which is the output of the manpower planning, is the source of information for educational planning. With the help of manpower planning studies, educational planning can provide a source for school, department and quota calculations especially for higher education. According to these plans, the planning of the education system within the given objectives to produce the required quality and quantity of people is also called educational planning. However, education planning is not done only by considering the working age of population. For each level of education, planning is based on the population needs. The political, geological and demographic characteristics of the countries differ from each other, so it is not possible to recommend a uniform manpower planning for each country. Because uf this reason, it is necessary to evaluate and determine the current situation of the countries in the correct way, and then to improve them by creating plans and policies afterwards. In this study, the activities carried out on manpower planning and the processes of the Bureau of Labor Statistics were examined in the United States of America. A literature search was used as a method.
