Continuity of Change and Moral Motivation in American Diplomacy: Example of Cold War Period

The United States of America (USA), which is first state established with the struggle against colonialism, has reached the current position, respectively, as a result of regional, continental and global expansion. This gradual expansion of USA of consideration based on only power is insufficient in terms of understanding that its presence still maintains. Because it is not possible to sustain/preserve an expansion based on only power. In other words, given that, throughout history, the number of ruled has been more than the number of ruler, it is impossible to sustain any domination basing on only power. When view from this aspect, it can be given example the except for power mechanisms by means of which USA maintain the its current global position; making of universal American values or hiding of them under the name of universality, sharing with other actors of international system of the management of the cost through alliances, inclusion of other actors in decision-making processes via military/political/economic international organizations, multinational corporations of origin of America, high-tech production, international medya organizations, and so on. In this context, diplomacy is one of the factors -other than power- of American dominance also. American diplomacy has come so far without making any alteration in the moral motivation but it has continually developed and deepened diplomatic tools within the scope of geopolitical award sees for itself and changing international political environment, and this makes privileged American diplomacy. In other saying, American diplomacy keep constantly American exceptionalism on agenda moving from the claim in which USA has a historical mission and it update perpetually the tools of its diplomacy within the framework of the mission in question. Hence, in the eyes of the study, continuity in American diplomacy gives reference to its moral motivation and diplomatic tools –are continuously updated- and fields. From all of these points, it is addressed ongoing aspects of USA diplomacy via the example of the Cold War era in the study. Because Cold War era is a period during which USA engaged definitively in a struggle for global domination, it provides opportunity to observe the diversification of diplomatic tools and fields in a dense. In this manner, while the firs part of the study focuses on trends of American diplomacy in the period of pre-global domination, the second part is devoted to the matter of diversification of diplomatic tools and fields and intensification of the expression of American exceptionism during Cold War which represents the struggle of America of global domination.
