Abstract :
The concept of an international court, in general, refers to a judicial body tasked with resolving conflicts between states as well as international court, established by a treaty or an international organization with a decision made between the state, which represents the independent judicial body authorized to issue binding decisions. Realization of armed conflict, international law of conflicts between people, be resolved through international courts, maintenance of international peace and security in the world has a very important place. International criminal court, is also in ensuring peace in the international arena with this function will play a very big role. Of course, this is a very important beside the powers and functions of the International Criminal Court, said that there is a completely independent and autonomous from global powers. But it is clear at least can provide the ground for an agreement between the state before the state of war as a last resort. It must be remembered that great battle that took place in history has triggered small events. In this study, First to be mentioned in the historical process of the International Criminal Court and giving information on the functioning of the International Criminal Court and finally The UN Security Council, the authority that will be expressed on the functioning of the International Criminal Court.
