Through this study, the issue of how the change of international law can be explained will be examined within the framework of the discussions on the concepts of change / transformation. For this purpose, first of all, a conceptual review will be made on change / transformation. In this review, based on the different concepts of change addressed by Holsti (1998), main relevant studies of Rosenau, who is one of the few people who clearly deals with the problem of change in the discipline of international relations, will be evaluated. After the conceptual review, the debate on the changing / transforming international law will be handled on the basis of the conceptual analysis mentioned above. Finally, an overall assessment on the results will be made.
