Abstract :
Public procurement law rules are needed in the case of public law legal entities obtaining public revenues and making public expenditures.The basic principles and the bans counted among the basic principles that the procurement process must have in its entirety are regulated in the Public Procurement Law. The basic principles that dominate the procurement are determined in order to ensure that the procurement process is carried out in accordance with the law and the efficient use of public resources. These principles are binding on the administrations.The scope of the study will cover the basic principles that are regulated in the Public Procurement Law and the matters to be taken into consideration for the administration to carry out the activities in accordance with these principles. Also interpretations and suggestions will be tried to be included in the light of judicial decisions regarding the problems in implementation.
