Abstract :
The basic tendering procedures for procurement of goods, services and construction works are regulated as open procedure and restricted procedure for the administration which is included in the scope of procedure in the Public Procurement Law number 4734 and the negotiated procedure is regulated for applying under prescribed situations in aforesaid Law. In addition to these procedures, direct procurement is regulated as a purchase procedure to be implemented in the cases reffered to, in Article 22 of the Law. Direct procurement differs from the procurement procedures from the point of notice rules, without getting guarantee and assigning tender commission. In this study, the characteristic of direct procurement, the situations this procedure is applied and in case of ensuring the needs by applying this method the principles that administration should take into consideration will be examined and interpretations and suggestions will be included.
