Abstract :
Advocacy is to provide legal assistance for the resolution of legal disputes in accordance with fairness and justice and for the full implementation of the rules of law. It cannot be accepted as a public service in terms of administrative law even though it is accepted that there is public interest in the fulfilment of this activity. Likewise, it is not possible for the lawyer to be accepted as a public official in terms of administrative law. Lawyers carry out this activity under the control and supervision of the bar associations. Bar associations have public legal entity as a public institution and are under the administrative tutelage of the central administration.
