Abstract :
Disciplinary punishments are foreseen in codes with the purpose to ensure order in specific and public interest in general. During the administrative investigation, in the case where flaw of one of the disciplinary act element occurs until the punishment is decided compliance with laws of the administrative act would be controversial.The most abstract and the hardest to determine element of administrative act is the element of purpose. In terms of the element of purpose, the idea behind the administrative act is determined and it should be in conformity with the purpose envisioned in the codes. Generally, the element of purpose in administrative acts is public interest. However, in some cases some special purposes can also be envisioned by codes. These explanations shall be keep in mind in disciplinary actions that is an administrative act besides the detectability. Because, disciplinary acts as a way of forcing could be abused in general.
