Abstract :
Aim: Public Private Partnership (PPP) model; is a method of partnership between the public and the private sector to finance infrastructure investments or public services, to renovate, operate or protect workplaces. This research was conducted to get views of public and private sector representatives, especially from Ankara City Hospital that cover all city hospitals, about public-private partnership models in Turkey. Methods: A qualitative research model was followed in the research. The data were carried out as face to face interviews using semi-structured interview technique from private and public representatives. The sample was not selected and opinions were obtained from 6 experts, who wanted to participate in the study, from the representatives of the Ministry of Health and Ankara City Hospital. Results: It was stated that Public Private Partnership was used for long-term investment in the field of city hospitals and the main purpose was to eliminate the financing problem in the short term and to establish the comfort in private hospitals in the public. While the participants emphasize that the state should concentrate on its main job, but they stated that renewing technology and becoming a leader in health tourism is an advantage. They were stated that the most problematic stage was the investment and planning phase, because the branching planning is not well done. And the coordination in management, high cost since to try to provide highest quality health service and communication between the units is not effective. Conclusions: As a result, it was concluded that health services are trying to move to higher quality service with public-private partnership, however, they have to bear high costs in addition to quality service, and different options should be considered at the stage of reducing the costs, although the method is appropriate. In order to reduce costs, it may be suggested that public private partnership be carried out with different financing models together with the current model.
