‘Comparability’ requires ending regulatory penalties on intermittent renewable power

FERC has significantly advanced the competitive power market Congress intended to facilitate by requiring comparability in transmission service for all suppliers. A logical next step is to allocate cost responsibility for transmission on the basis of the actual monthly contribution to peak of each generating unit.
