Abstract
To establish truly competitive electricity markets, it is vital that we abandon distance-sensitive pricing and pancaked transmission service charges, which FERCʹs open access rulemaking would do nothing to solve. Fortunately, a better system—albeit one that requires new federal legislation—is at hand.
