Abstract :
Even if open access transmission had not been legislated, the traditional power business would still have been subject to many planning and operating challenges arising from increased competition. Now, with the increased stakes in making the best use of existing transmission, it behooves all participants to work harder at taking a comprehensive, balanced approach toward improving key planning and operations activities for the good of all.
