Zonal transmission pricing: methodology and preliminary results from the WSCC

Zonal transmission pricing may provide a way for us to move forward rapidly with open access and transmission pricing, while assuring the correct economic signals in the marketplace. If this analysis for WSCC holds true for other regions, transmission pricing may no longer be the tail wagging the dog of electricity restructuring.
