An efficient, competitive electricity industry: can the vision become reality?

Competitive electricity restructurings outside the U.S. have started from a different point but, more important, have used a very different process than the U.S. The challenge here—more serious than many believe—is to design a process that meets national objectives as well as regional circumstances. This cannot be done without national leadership and effective representation of the public interest in designing details of the market.
