Restructuring and the public good: creating a national system benefits trust

As part of electricity legislation, we should consider establishing an electric system benefits trust, funded by a small wires surcharge, that would provide each state matching funds to carry on public benefits programs of its choice. Such an approach is working well in the telecom area and is perhaps even more needed in electricity reform.
