Abstract :
Transmission pricing reform is critically important to the development of a vibrant wholesale generation market. The FERC and the industry must focus now on the kinds of pricing mechanisms that are the most efficient, economical and most encouraging of the continued development of regional ISOs, which have a critical role to play in pricing and other market-related issues.
